Philip Peckinpaugh is a citizen of Muncie, Delaware County, Indiana. He was the former Muncie City Animal Shelter Director under Democrat Mayor Dennis Tyler from 2012 through 2018. Phil was a rising star in the Democrat Party and the local political scene until personal and mental health issues knocked him from the top to the bottom.
But through the love and support of his family & with thearpy, medication and the help of doctors Phil has been able to rebound and start rebuilding his life!
Phil is a married, father of 2. and he is a strong animal lover, who supports the local theater and being active in the community.
